Consular registration is an administrative formality for Algerians legally residing abroad.
It is a prerequisite for receiving protection and the various services provided by consular offices.
The consular registration card is issued free of charge. It is valid for five (5) years; renewal must be requested.
Those wishing to register for the first time must appear in person at the consulate covering their place of residence.
Minors (under 19 years of age) are registered at the request of the holder of parental authority. In the case of divorce, the divorce decree must be presented.
After registration, any change in circumstances (civil status, address, occupation, etc.) must be reported to the consulate, along with the corresponding supporting documents.
Upon permanent return to Algeria, all registered individuals must request to be removed from the registration database.
1- Documents required for first registration:
In accordance with the provisions of Presidential Decree No. 02-405 of November 26, 2002, Article 23, the application must contain the following documents:
- Application form filled in and signed by the applicant (click here to download the form).
- Algerian passport.
- Applicant's birth certificate.
- Father's birth certificate for those born in Algeria.
- Birth certificates of the father and grandfather for those born abroad.
- Naturalization decree if the applicant has acquired Algerian nationality.
- Proof of marital status: Algerian family record book and Algerian marriage or divorce decree, or enforcement order of a foreign judgment, if applicable.
- Valid residence permit or valid Ukrainian or Moldovan national identity card.
- Proof of employment, if applicable: work certificate, school certificate, pension statement, or any other relevant document.
- Four (4) recent color passport photos (3.5 x 4.5 cm). Note: Spouses and minor children born to an Algerian father or mother are registered as dependents.
The spouse must provide the same documents as those mentioned above.
1.1 - Documents required for minors:
- Consular registration card of the legal guardian.
- Child's birth certificate.
- Valid residence permit or valid Ukrainian or Moldovan national identity card.
- Two (2) recent color passport photos, identical size (3.5 x 4.5 cm).
Minor children are registered as dependents with their parents.
Important: The presence of the person concerned is mandatory.
2 - Renewal of the consular card:
- Valid residence permit or valid Ukrainian or Moldovan national identity card.
- Two (2) recent color passport photos, identical size (3.5 x 4.5 cm).
- Proof of employment, if applicable: work certificate, school certificate, retirement certificate, or any other relevant document.
3 - Removal from the consular register:
A citizen registered with the consular services is removed from the register in the following cases:
- At the request of the person concerned, in order to permanently leave their residence located within our consular district and settle permanently in Algeria (in this case, a departure certificate is issued).
- Death. The beneficiaries must inform the consulate of the death of the citizen registered with it.
- Administrative removal of any citizen who has not renewed their consular documents at the consulate for a period exceeding ten (10) years from the date of issuance of their last consular card.
Removal from the consular register automatically results in removal from the consulate's electoral list. Removal takes effect during the annual or exceptional revision of the electoral lists.
4- Consular Re-registration after Cancellation:
After receiving a Certificate of Change of Residence (CCR), or after cancellation at your request, or after an absence of more than 10 years, a citizen who has re-established residence within the consular district must re-register.
The re-registration file must include the same documents as those required for initial registration.
5- Transfer of Consular File:
Algerian citizens previously registered with an Algerian embassy or consulate abroad and currently residing in Ukraine or Moldova must request the transfer of their registration file.
The application for a consular file transfer must include the following documents:
- A completed and signed file transfer form (click here to download the form).
- The consular card issued by the embassy or consulate holding the consular file.
- A copy of the passport.
- A valid residence permit or a valid Ukrainian or Moldovan national identity card.
- Four (4) recent color passport photos (3.5 x 4.5 cm).
- Proof of employment, if applicable: work certificate, school certificate, pension statement, or any other relevant document.
Note: Any change in personal or family circumstances (change of address, occupation, marriage, divorce, birth, etc.) must be reported to the consular services.
