Issuance of the first biometric passport

As of November 24, 2015, all travelers must be in possession of a biometric passport, which is now valid for ten (10) years, and five (5) years for minors.

The presence of minor children under twelve years of age is not mandatory, provided that the photos submitted in their application are compliant. However, the border post reserves the right to request their presence if verification is necessary.

Children over twelve years of age must be accompanied by their father or legal guardian.

A mother may apply for passports for her minor children in the following cases:

If the father is deceased (provide an extract of the death certificate or present the family record book bearing the marginal notation "deceased");

If the father is not an Algerian national (provide a copy of his identity document proving his nationality);

If she is divorced and has custody of the child (provide a copy of the divorce decree);

If the father is absent (provide a duly signed and legalized authorization from a Legal Representative, certified by a competent Algerian authority).
The application file for a first-time application or renewal of a biometric passport includes the following documents:

  • The consular registration card. For minors (under 19 years of age), present the card of the father or mother if she is the one submitting the application.
  • The original old passport. 
  • The residence permit or foreign identity card (valid) for dual nationals.
  • The duly completed, dated, and signed biometric passport application form (main form, supplementary form (guardian - children));
  • The 12S birth certificate, including for children, to be requested from the civil registry office of the consulate covering the place of birth for nationals born abroad. For those born in Algeria, it can be obtained during a trip to Algeria or via the link http://demande12s.interieur.gov.dz
  • A work certificate or proof of enrollment for the current academic year.
  • Two (2) recent, identical passport-size photos (3.5 x 4.5 cm), full-face, and of the same print (photography standards);
  • An Algerian family record book or an extract of the marriage certificate or an extract of the divorce decree for married or divorced women.
  • Payment of stamp duties is made upon submission of the application:

For the Adults:

Ordinary passport (28 pages): €60
Ordinary passport (48 pages): €90

For minors under 19 years of age and students:

Ordinary passport (28 pages): €30
Ordinary passport (48 pages): €45
Notes:

Married or divorced women whose status is not indicated on their birth certificates (12s) must present an extract of their marriage certificate or a divorce decree duly transcribed by the Algerian authorities.
The applicant's blood type must be indicated in the designated section of the application form.
From now on, biometric passports are individual; therefore, minor children can no longer be included on their parents' passports.

Procedures for collecting a biometric passport

Biometric passports are issued in Algeria. Applicants are advised to check at the consulate where the application was submitted, if available, before going to collect the passport.

Adults and children over 12 years of age must be present for fingerprint verification. Children under 12 years of age at the time of application submission are not required to be present.

IMPORTANT

In accordance with the provisions of Law No. 14-03 of February 24, 2014, concerning travel documents, the passport must be collected by its holder as soon as they are notified that it is available at the consulate.

Any passport not collected by its holder will be destroyed six (6) months after the date of notification of its availability at the consulate.

In this case, and except in cases of force majeure, the stamp duty required for a new passport application is double the standard stamp duty.

Biometric passport renewal

The renewal of a passport for a citizen with a clean record at our consular services is carried out in the following cases:

  • Within six (6) months prior to its expiration date;
  • If it is confirmed that it is impossible to affix new visas to the forms provided for this purpose;

Firstly: If the passport to be renewed was issued by our services:

  • Consular registration card; For minors (under 19 years of age), the card of the father or mother must be provided if the applicant is that person.
  • The duly completed, dated, and signed biometric passport application form (main form, supplementary form (guardian - children)) must be signed by the applicant or their legal guardian (for minors).
  • A valid residence permit or foreign identity card is required for dual nationals.
  • The original passport is required. In case of loss, theft, or damage to the old passport, a loss report must be filed, and the holder is required to pay a fee of one hundred (100) euros (50 euros for minors and students).
  • Two recent color biometric passport photos (35 x 45 mm) on a white background are required.
  • The passport issuance fees are as follows:

For minors and students:

Ordinary passport (28 pages): €30. Ordinary passport (48 pages): €45.

For adults:

Ordinary passport (28 pages): €60. Ordinary passport (48 pages): €90.

Secondly: If the passport to be renewed was not issued by our services:

  • The duly completed, dated, and signed biometric passport application form, signed by the applicant or their legal guardian (for minors), (main form, supplementary form (guardian - children);
  • the consular registration card; for minors (under 19 years of age), present the father's or mother's card if she is the one submitting the application.
  • The original old passport. In case of loss, theft, or damage to the old passport, a loss report must be filed, and the holder is required to pay a fee of one hundred (100) euros. (€50 for minors and students)
  • Valid residence permit or foreign identity card for dual nationals;
  • Original secure birth certificate (form 12S);
  • Recent employment certificate or school certificate for students;
  • Proof of blood type;
  • Two Recent color biometric passport photos (35 x 45 mm) on a white background;
  • Passport issuance fees:

For minors and students:

Ordinary passport (28 pages): €30
Ordinary passport (48 pages): €45

For adults:

Ordinary passport (28 pages): €60
Ordinary passport (48 pages): €90

THE DECLARATION OF LOSS

Any loss or theft of documents issued by the Algerian authorities must be reported to our consular services.
The person concerned must be present. They must bring proof of Algerian nationality and the loss or theft report filed with the Ukrainian or Moldovan police.

PENALTIES FOR LOSS OF PASSPORT:
For minors and students: €50.

For adults: €100.

PENALTIES FOR LOSS, DAMAGE, OR THEFT OF THE ELECTRONIC BIOMETRIC NATIONAL IDENTITY CARD (CNIBE): €10
